We actually need to tighten our circle of 'friends' as opposed to making new ones. The US has fallen into the habit of being the defender of the world and when shit happens here everyone is caught looking away whistling waiting for someone else to help the US. We should go and recruit the tip scientist (or as many as we can) from foreign nations and begin to develop technology ourselves. Absolve all foreign countries of any debt they may have with the US, they weren't gonna repay it anyway. From there, we align ourselves with nations that have been with on world issues in the past and a few strategic other countries ie. oil, steel (as long as we need it, but we would be developing alternative fuel sources). From there we would have a budget on how much we can offer to foreign countries in aid due to natural disaster and when its exhausted, thats it, no more gifts (like a corporation's marketing budget). Of course all this would not be an instantanious change, it would have be implemented methodically over several years. The national borders would have to solidified with equal requirements for all immigrants, political assylum would have be elliminated and all other loop holes. Although all this sounds a lot like an isolationist theory, the US would still have foreign allies, just not any Tom, Dick and Harry that wants to be our friend can be our friend. They would almost have to submit a credit application and go through a probationary period and show what they can bring to the table before being allowed access to our resources, something a kin to applying for membership into the EU.
